Sécurité des moyens de paiement : rapport annuel 2025 de l’OSMP
Alors que la croissance des flux de paiement s’accompagne d’une progression plus limitée des montants de fraude et d’une baisse du nombre d’opérations frauduleuses, le rapport 2025 de l’OSMP souligne la forte progression des fraudes par manipulation. « Ces fraudes, dont la forme la plus fréquente est la fraude au faux conseiller bancaire, concernent principalement le virement. Face à cette recrudescence de la fraude par manipulation, l’Observatoire appelle à renforcer la mobilisation de l’ensemble de l’écosystème français autour de quatre priorités : (1) Approfondir la coopération avec le secteur des télécoms; (2) Mettre en œuvre un plan de coopération avec les acteurs du numérique; (3) Promouvoir auprès des banques un renforcement continu de leurs outils de prévention de la fraude ; (4) Poursuivre les actions de sensibilisation des utilisateurs ».

Fraude aux moyens de paiement : les banques françaises relancent un appel à une mobilisation de l’ensemble des acteurs numériques et télécoms (communiqué FBF du 7 septembre)
Dans un contexte de forte progression des usages numériques et de développement rapide de nouveaux moyens de paiement, les banques françaises réaffirment leur engagement total dans la lutte contre la fraude. En 2025, même si les paiements scripturaux ont continué de progresser plus fortement que le montant total de la fraude, la fraude par manipulation a elle augmenté sensiblement. C’est pourquoi les banques françaises relancent leur appel à destination des acteurs du numérique et des télécoms à se mobiliser de manière opérationnelle pour prévenir, détecter et empêcher la diffusion massive d’escroqueries.
À cause des piratages du fisc ou de l’Assurance-maladie, les fraudes au faux conseiller bancaire explosent (Le Figaro, 7 septembre)
Les arnaques au faux conseiller bancaire, de plus en plus personnalisées, ont bondi de 34% en 2025. Au total plus de 500 millions d’euros ont été dérobés aux ménages. Tout le monde est potentiellement concerné.

Malgré l’essor des paiements numériques, la demande de billets reste élevée en France et en Europe. This has raised concerns about the possible implications for monetary control in EMDEs. Drawing on data on foreign currency deposits and dollar-pegged stablecoin inflows for more than 130 economies, we compare the dynamics and drivers of “stablecoin dollarisation” with those of conventional deposit dollarisation.

For several years, officials from central banks, the BIS, and the IMF have highlighted the rise of tokenization and stablecoins (…) At the same time, they have repeatedly warned that the rise of stablecoins could pose risks to financial stability, the singleness of money and monetary sovereignty. Central banks are themselves working on new forms of electronic central bank money. Yet retail CBDC projects have focused on centrally managed ledgers, while experiments with DLT for wholesale central bank money have focused on permissioned infrastructures (…) Our paper revisits the neglected option of tokenizing central bank money on public blockchains. Such an architecture could reuse existing open infrastructure and a widely available technology ecosystem.

Whether we like them or not, stablecoins are a form of e-money distributed on public blockchains, and public blockchains do not care about national borders.
MiCAR’s reserve localisation requirement, and the related multi-issuance solutions, are difficult to reconcile with the borderless nature of crypto. More importantly, reserve localisation may prove ineffective precisely when it matters and therefore does not even protect EU stablecoin holders in a crisis. In this new paper, we explain in more detail why this is so.

But private markets cannot unlock the full potential of tokenisation on their own. For tokenisation to take off, a safe and scalable settlement asset is indispensable, and this is best provided by central banks themselves. To reap the full benefits, central banks need to go on-chain too. That means bringing central bank money into the tokenised environment and modernising the tools of policy implementation.

China’s central bank (PBOC) has added eight banks to its list of authorized institutions for digital yuan operations, in a step to promote the steady development of the digital currency. This expansion has brought the number of operating institutions for digital yuan business to 30. China’s decision in January to remake the digital renminbi as an interest-bearing, bank-intermediated deposit instrument, conceded the BIS’s definitional case : sovereign anchoring and two-tier intermediation won, digital cash lost (…). L’Europe légifère le design que la Chine vient d’abandonner. Cela mérite qu’on s’y arrête avant que le dossier ne se referme, [avec notamment la question] : le véritable test de la souveraineté monétaire porte-t-il sur qui émet la monnaie, ou sur qui détient la relation client ?
Notre commentaire : en Europe, le moteur c’est la Souveraineté, c’est à dire le découplage par rapport aux États Unis. Et c’est ce qui motive les Parlementaires, les États et la Commission européenne.
